Think Creatively About It
Your area may not allow process serving during certain times, or in certain places. However, within the framework of the law, process service can happen in a surprising and strange number of locations. Try to find a unique location where you can serve process. Try to catch the recipient by surprise. You will have more success serving someone if you catch them by surprise, rather than going after someone who knows someone is trying to serve them, and will be very suspicious of anyone approaching them at their place of work or home.
You can ask people who know the recipient about any special locations or activities that the recipient does and then catch them by surprise there.
